Statement of the High-level Meeting on Global Development Initiatives (2025-09-26)
一、2025年9月23日，全球发展倡议高级别会议在纽约联合国总部举行，主题是“坚守初心，共创全球发展光明未来”。会议是在联合国成立80周年、2030年可持续发展议程通过10周年之际举办的一次重要会议。中华人民共和国国务院总理李强出席会议并致辞。哈萨克斯坦总统托卡耶夫、伊拉克总统拉希德、安哥拉总统洛伦索、安提瓜和巴布达总理布朗、巴基斯坦总理夏巴兹、尼日尔总理泽内、越南副总理裴青山等国家领导人、30多国部长级官员以及联合国秘书长古特雷斯、世界贸易组织总干事伊维拉等20多个国际组织代表与会。
1. On September 23, 2025, the high-level meeting of the Global Development Initiative was held at the United Nations Headquarters in New York with the theme "Stick to the original intention and jointly create a bright future for global development." The conference is an important meeting held on the occasion of the 80th anniversary of the founding of the United Nations and the 10th anniversary of the adoption of the 2030 Agenda for Sustainable Development. Li Qiang, Premier of the State Council of the People's Republic of China, attended the meeting and delivered a speech. Kazakh President Tokayev, Iraqi President Rashid, Angolan President Lorenzo, Antigua and Barbuda Prime Minister Brown, Pakistani Prime Minister Shahbaz, Niger Prime Minister Zene, Vietnamese Deputy Prime Minister Pei Qingshan and other national leaders, ministerial officials from more than 30 countries, and representatives of more than 20 international organizations, including UN Secretary-General Guterres and World Trade Organization Director-General Iweala, attended the meeting.
会议回顾了全球发展倡议提出以来取得的积极进展，特别是2022年6月24日全球发展高层对话会对推进倡议落实的重要意义。与会各方围绕坚持多边主义、深化务实合作、落实2030年可持续发展议程、助力“全球南方”发展振兴、推动人工智能赋能发展等问题进行了深入交流，达成广泛共识。
The meeting reviewed the positive progress made since the Global Development Initiative was proposed, especially the significant meaning of the Global Development High-Level Dialogue on June 24, 2022 in promoting the implementation of the initiatives . The participants engaged in in-depth exchanges and reached broad consensus on issues such as adhering to multilateralism, deepening pragmatic cooperation, implementing the 2030 Agenda for Sustainable Development, improving the development and revitalization of the "Global South", and promoting the development of artificial intelligence empowerment.
二、与会各方强调，发展是人类社会的永恒主题，也是联合国工作的重要支柱。联合国成立80年来，各方协力推动全球发展，取得令人瞩目的成果。另一方面，当今世界面临单边主义、保护主义上升，以及经济增长放缓、地缘冲突频发、气候变化加剧、数字鸿沟扩大等多重挑战，国际发展合作受到严重冲击，2030年可持续发展议程落实进展严重滞后。各方对此深表关切。
2. Participants emphasized that development is the eternal theme of human society and an indispensable pillar of the work of the United Nations. Since the founding of the United Nations 80 years ago, all parties have worked together to promote global development and achieved remarkable achievements. On the other hand, today's world is facing multiple challenges such as increasing unilateralism and protectionism, as well as slowing economic growth, frequent geopolitical conflicts, intensified climate change, and widening digital divide. International development cooperation has been deadly impacted, and the implementation of the 2030 Agenda for Sustainable Development is seriously lagging behind. All parties are deeply concerned about this.
与会各方认为，当前形势下，国际社会应共同践行多边主义，坚守发展初心，坚持聚焦发展，坚定对2030年可持续发展议程的承诺，改革完善全球治理，促进开放包容发展，维护国际社会特别是“全球南方”共同利益。要营造稳定开放的国际发展环境，构建均衡普惠的发展伙伴关系，培育面向未来的创新发展动能，促进更可持续的绿色低碳发展。各方呼吁国际社会在以下方面加强合作：
Participants believed that under the current situation, the international community should jointly practice multilateralism, stick to the original intention of development, persist in focusing on development, strengthen its commitment to the 2030 Agenda for Sustainable Development, reform and improve global governance, promote open and inclusive development, and safeguard the common interests of the international community, especially the "Global South". It is necessary to create a stable and open international development environment, build a balanced and inclusive development partnership, cultivate future-oriented innovative development momentum, and promote more sustainable green and low-carbon development. The parties call on the international community to strengthen cooperation in the following areas:
——坚持多边主义，将发展议题置于国际议程的中心位置，支持联合国在国际发展合作中发挥更大作用。支持联合国通过改革提质增效，强化发展支柱，以更好支持会员国落实2030年可持续发展议程。遵守国际法治，倡导以人为本，注重行动导向，推动全球治理体系变革，特别是国际金融架构改革，增加发展中国家代表性和发言权，赋予各国平等参与规则制定的权利，让发展成果更公平惠及各国人民，不让任何一国、任何一人掉队。
-Adhere to multilateralism, development issues is the core of the international agenda, and support the United Nations to play a greater role in international development cooperation. Support the United Nations in improving quality and efficiency through reform ,strengthening the development pillar and better supporting Member States in implementing the 2030 Agenda for Sustainable Development. Abide by the international rule of law, advocate people-oriented, focus on action orientation, promote the reform of the global governance system, especially the reform of the international financial architecture, increase the representation and voice of developing countries, give all countries the right to participate in rule-making on an equal footing, and make the fruits of development benefit the people of all countries more equitably, and no country or anyone will be left behind.
——坚持开放包容，维护以世贸组织为核心的多边贸易体制，推动世贸组织争端解决机制尽快恢复正常运转，反对各种形式的单边主义、保护主义。捍卫自由贸易和开放市场，促进贸易和投资自由化便利化，携手构建开放型世界经济。充分发挥贸易促进发展的引擎作用，帮助发展中国家增强发展内生动力，助力其更好融入全球产供链价值链。
-Adhere to openness and inclusiveness, safeguard the multilateral trading system with the WTO as its core, promote the WTO dispute settlement mechanism to resume normal operation as soon as possible, and oppose all forms of unilateralism and protectionism. Defend free trade and open markets, promote trade and investment liberalization and facilitation, and work together to build an open world economy. Give fully leverage the role of trade as an engine for development, help developing countries enhance their own development momentum and assist them better integrating into the global production and supply chain value chain.
——坚持合作共赢，以第四次发展筹资国际会议为新起点，协同拓宽筹资渠道，构建公平高效稳健的国际发展筹资体系。坚持南北合作在国际发展合作中的主渠道地位，以南南合作作为有益补充，携手推动共同发展。敦促发达国家足额履行官方发展援助、兑现气候融资承诺，加大向发展中国家的资金和技术转移规模和力度，提高发展资源与发展中国家实际需求的匹配度。
-Adhere to win-win cooperation, take the Fourth International Conference on Financing for Development as a new starting point, coordinate to broaden financing channels, and build a fair, efficient and stable international development financing system. Adhere to the leading position of North-South cooperation in international development cooperation, with South-South cooperation serving as a useful supplement, and work together to promote common development. Urge Developed countries to fulfill their official development assistance commitments,and fulfill their climate financing pledges, increase the scale and intensity of capital and technical transfer to developing countries, and improve the matching degree between development resources and the actual needs of developing countries.
——坚持创新驱动和绿色发展，把握新一轮科技革命和产业变革的机遇，营造开放、公平、包容和非歧视的科技发展环境，深化人工智能、大数据等领域国际科技创新合作，共同培育壮大经济增长的新动能，努力消除数字鸿沟、智能鸿沟。积极应对气候变化，坚持共同但有区别的责任原则，全面落实《联合国气候变化框架公约》及其《巴黎协定》，加强新能源、节能环保、资源循环利用等产业协作，推动数字化绿色化协同转型发展，实现人与自然和谐共生。
-Adhere to innovation-driven and green development, seize the opportunities of a new round of scientific and technological revolution and industrial transformation, create an open, fair, inclusive and non-discriminatory environment for scientific and technological development, deepen international scientific and technological innovation cooperation in fields such as artificial intelligence and big data , jointly cultivate and strengthen the new kinetic energy of economic growth, and strive to eliminate digital and intelligent divides. Actively respond to climate change, adhere to the principle of common but differentiated responsibilities, fully implement the United Nations Framework Convention on Climate Change and its Paris Agreement, strengthen industrial collaboration in areas such as new energy, energy conservation and environmental protection, resource recycling, etc., and promote coordinated transformation and development of digitalization and greening ,and achieve harmonious coexistence between humans and nature.
三、与会各方认为，中方理念与实践同联合国宪章宗旨原则高度契合，全球发展倡议在凝聚发展共识、动员发展资源、落实可持续发展议程等方面具有重要作用，高度评价倡议各领域务实合作取得的丰硕成果，强调愿继续深化倡议重点领域合作，共同应对全球性挑战，挖掘跨越式发展机遇。期待继续就适合本国国情的发展方式和发展政策加强交流，分享最佳实践和发展经验，推动倡议同区域、次区域发展合作机制对接，打造更多合作机制和平台。
3. The participants believed that China's ideas and practices are highly consistent with the purposes and principles of the Charter of the United Nations, and the global development initiative plays an important role in building development consensus, mobilizing development resources, and implementing the sustainable development agenda. They spoke highly of the fruitful results achieved in pragmatic cooperation in various fields of the initiative, and stressed their willingness to continue to deepen cooperation in key areas of the initiative, jointly respond to global challenges, and tap opportunities for leap-forward development. We look forward to continuing to strengthen exchanges on development approaches and policies suitable for our national conditions, sharing best practices and development experiences, promoting the connection of initiatives with regional and sub-regional development cooperation mechanisms, and creating more cooperation mechanisms and platforms.
各方支持加强“全球发展倡议之友小组”建设，期待联合国倡议推进工作组同“全球发展倡议之友小组”和“人工智能能力建设国际合作之友小组”加强对话，在重点领域开展更多务实合作。欢迎更多联合国发展机构参与倡议合作，充分发挥专业优势和全球网络资源。期待多边开发机构加强同倡议对接。欢迎各国政府、地方、智库、企业、民间社会积极参与倡议合作，为落实2030年可持续发展议程汇聚更多智慧和力量。
All parties support strengthening the construction of the "Group of Friends of the Global Development Initiative" and look forward to strengthening dialogue between the United Nations Initiative Promotion Working Group and the "Group of Friends of the Global Development Initiative" and the "Group of Friends of International Cooperation on Artificial Intelligence Capacity Building" to carry out more practical cooperation in key areas. More United Nations development agencies are welcome to participate in the initiative cooperation and give full play to their professional advantages and global network resources. It is expected that multilateral development institutions will strengthen their docking with the initiative. Governments, localities, think tanks, enterprises and civil society are welcome to actively participate in the initiative cooperation, and pool more wisdom and strength for the implementation of the 2030 Agenda for Sustainable Development.
四、与会各方感谢中方为举办本次会议所作努力，赞赏中方就贸易、数字能力、人工智能、气候变化和绿色发展等领域宣布的新举措，特别是中方在世贸组织改革进程中发挥的示范引领作用。各方支持习近平主席提出的四大全球倡议和“一带一路”倡议，愿共同深化全球发展倡议合作，携手落实2030年可持续发展议程，共同构建人类命运共同体。
4. The participants express their gratitude to China for its efforts in organizing this conference, and appreciated the new measures announced by China in the fields of trade, digital capabilities, artificial intelligence, climate change and green development, especially China's demonstration and leading role in the WTO reform process. All parties support the four major global initiatives and the "the belt and road initiative proposed by President Xi Jingping, and are willing to jointly deepen cooperation in global development initiatives, jointly implement the 2030 Agenda for Sustainable Development, and jointly build Community of Shared Future for Mankind.
