China imposes provisional anti-dumping measures on Japanese dichlorosilane

BEIJING, Sept. 7 (Xinhua) -- Provisional anti-dumping measures will be imposed on dichlorosilane (DCS) imported from Japan, following a preliminary ruling that the product was being dumped in the Chinese market, China's Ministry of Commerce announced Monday.

新华社北京时间9月7日电中国商务部周一宣布，经初步裁定，自日本进口的二氯硅烷（DCS）存在对华倾销行为，国家将实施暂时性反倾销措施。

In accordance with China's anti-dumping regulations, importers will be required to provide cash deposits to Chinese customs at rates ranging from 80.8 percent to 99.2 percent, based on each company's designated margin ratio, effective Sept. 8, 2026.

根据中国的反倾销法规，自2026年9月8日起，进口企业需向中国海关缴纳保证金，保证金比率按各企业认定倾销幅度确定，税率区间为80.8%至99.2%。

The investigation was initiated on Jan. 7, 2026, in response to an application from the domestic industry. The probe was conducted in strict compliance with Chinese laws, regulations, and World Trade Organization rules.

Preliminary evidence showed that dumped Japanese imports had caused substantial material injury to the domestic industry, and that a causal relationship existed between the dumping and the injury, the ministry's spokesperson said.

商务部发言人表示，初步证据表明，日本倾销进口产品对国内工业造成了重大实质性损害，且倾销行为与损害之间存在因果关系。

China exercises prudence and restraint in using trade remedy measures and remains committed to fair and free trade, the spokesperson added. The ministry will continue its investigation in accordance with the law, fully safeguard the rights of all interested parties, and issue an objective and fair final ruling based on the findings.

发言人补充说明，中国在使用贸易救济措施时保持谨慎和克制，始终致力于公平和自由贸易。该部将继续依法开展调查，充分保障所有利害关系方的权利，并根据调查结果作出客观公正的最终裁决。

DCS is a key material in chip manufacturing, primarily used in thin-film deposition processes -- such as epitaxial films, silicon carbide films, silicon nitride films, silicon oxide films, and polysilicon films -- for the production of logic chips, memory chips, analog chips, among others. It is also used in the synthesis of silicon-based precursors and polysilazanes.

DCS是芯片制造的关键材料，在薄膜沉积工艺中常采用（例如外延膜、碳化硅膜、氮化硅膜、氧化硅膜和多晶硅膜），用于生产逻辑芯片、存储芯片、模拟芯片等。它还用于硅基前体和聚硅氮烷的合成。
