日前，教育部发布《关于做好2023年中央财政支持中西部农村订单定向免费本科医学生招生培养工作的通知》。2023年中央财政将支持高等医学院校为中西部乡镇卫生院培养订单定向免费五年制本科医学生共计6150人，专业包括临床医学、中医学、蒙医学和维医学。

免费定向本科医学生只招收农村学生，报考学生须同时具备下列条件：(1)符合2023年统一高考报名条件；(2)本人及父亲或母亲或法定监护人户籍地须在农村，本人具有当地连续3年以上户籍；(3)本省份规定的其他条件。采取以县为单位定向招生的地方，报考学生除同时具备上述条件外，本人及父亲或母亲或法定监护人户籍地须在定岗单位所在县农村。

为贯彻落实《国务院办公厅关于改革完善全科医生培养与使用激励机制的意见》(国办发〔2018〕3号)精神，继续实施农村订单定向医学生免费培养，现将2023年中央财政支持的中西部地区农村订单定向免费本科医学生招生培养工作有关事宜通知如下。

In order to implement the "General Office of the State Council on reforming and improving the training of general practitioners and the use of incentive mechanisms" (State Office issued [2018] No. 3), continue to implement the free training of rural order-oriented medical students, now the 2023 central financial support for rural order-oriented free undergraduate medical student enrollment training in central and western regions of matters related to the following notice.

一、2023年中央财政支持高等医学院校为中西部乡镇卫生院培养订单定向免费五年制本科医学生共计6150人(分省需求计划见附件)，专业包括临床医学、中医学、蒙医学和维医学。请有关省级教育行政部门将本科免费医学生订单定向招生计划纳入2023年度普通高等学校年度招生规模，在不增加承担免费医学生培养任务高校(以下简称培养高校)相应专业招生规模的基础上调整招生结构。

First, in 2023, the central financial support of higher medical schools for the central and western township health centers to train a total of 6,150 free five-year undergraduate medical students (provincial demand plan see annex), including clinical medicine, Chinese medicine, Mongolian medicine and medicine. The relevant provincial education administrative departments will be free undergraduate medical students order-oriented enrollment plan into the annual enrollment scale of ordinary higher education schools in 2023, without increasing the task of training free medical students in colleges and universities (hereinafter referred to as training colleges and universities) on the basis of the corresponding professional enrollment scale to adjust the enrollment structure.

二、中央财政支持的免费本科医学生订单定向招生计划在有关学校的本科层次招生来源计划中单列编制，计划性质为“国家免费医学生”。报考免费医学定向招生计划的考生均须参加当年全国统一高考，实行单列志愿、单设批次、单独划线，只招收农村生源，在本科提前批次录取。生源不足时，未完成的计划通过补征志愿方式从高分到低分顺序录取，直至完成计划。

鼓励有条件的省份结合本地区实际情况，积极探索按照考生户籍以县为单位定向招生的办法，由各省级教育行政部门根据用人需求以县为单位安排招生计划，只招收定岗单位所在县农村生源。生源不足时，未完成的计划面向全省农村学生补征志愿，并按补征的考生志愿及录取要求，从高分到低分顺序录取，直至完成计划。

免费定向本科医学生录取后、获得入学通知书前，须与培养高校和定向就业所在地的县级卫生健康、人力资源社会保障行政部门签署定向培养和就业协议。免费定向本科医学生在学期间户籍仍保留在原户籍所在地，毕业后可按有关规定迁入定向就业所在地。

三、免费定向本科医学生只招收农村学生，报考学生须同时具备下列条件：(1)符合2023年统一高考报名条件；(2)本人及父亲或母亲或法定监护人户籍地须在农村，本人具有当地连续3年以上户籍；(3)本省份规定的其他条件。采取以县为单位定向招生的地方，报考学生除同时具备上述条件外，本人及父亲或母亲或法定监护人户籍地须在定岗单位所在县农村。

四、有关省级教育行政部门商省级卫生健康、发展改革等部门，根据本地区免费定向本科医学生需求计划，确定开展免费医学生培养的高校和各培养高校的招生计划。为保证免费医学生培养工作的连续性和实效性，原则上不新增承担培养任务的高校。

按考生户籍以县为单位实施定向招生的省份，有关教育行政部门、教育招生考试部门要加强与卫生健康行政部门、招生高校的沟通配合，根据各县岗位需求计划落实好每县的招生计划，确保顺利完成年度招生任务。

五、有关省级教育行政部门要会同卫生健康行政部门加大宣传力度，尽快将免费定向医学生的招生培养、定向就业等相关政策信息向考生和社会公布，及时解读相关政策内容，做好培养高校和用人部门与免费医学生签署定向培养和就业协议的政策指导和组织协调工作。

请有关省级教育行政部门将培养高校名单及各培养高校的分专业招生计划按规定时间通过教育部“全国普通高校招生来源计划网上管理系统”(网址为https://pzjh.chsi.com.cn)编报，并以文件和电子邮件方式报教育部(高等教育司)。按考生户籍以县为单位实施定向招生的省份连同招生高校分县分专业招生计划一并报送教育部(高等教育司)。
