“部省联动”开展中低产稻田产能提升研究
“Ministerial-provincial linkage" aiming to improve the productivity of medium and low yield rice fields
项目咨询专家组由华中农业大学张启发院士、傅廷栋院士,中国科学院城市环境研究所朱永官院士、中国农业大学张福锁院士、南京农业大学沈其荣院士、中国农科院农业资源与农业区划研究所周卫院士等11名相关领域知名专家组成,农业农村部科技发展中心、科技部农村科技司,湖北省农业农村厅、省科技厅等单位相关专家代表参加项目启动,论证课题实施方案。

长江中下游属亚热带湿润气候,农作物一年两熟或三熟,主要土壤为红黄壤和水稻土,耕地面积约占全国20%,是我国重要“粮库”。该区坡耕地不同程度存在红黄壤酸瘦、耕层浅薄、季节性干旱频发,水稻土冷浸渍水、还原性物质毒害、养分低效且易损失等问题,中低产田比例超过65%,急需减障提质、创新产能提升技术,实现“藏粮于地,藏粮于技”的国家战略目标。
The middle and lower reaches of the Yangtze River have a subtropical humid climate. The crops grow twice or three times a year. The main soil is red and yellow soil and paddy soil. It is an important "grain depot" in China. The slope farmland in this area has some problems in varying degrees, such as thin red and yellow soil, shallow plough layer, frequent seasonal drought, cold soaked water of paddy soil, toxicity of reducing substances, low efficiency and easy loss of nutrients. The proportion of medium and low yield fields exceeds 65%. It is urgent to reduce obstacles and improve quality, innovate production capacity and improve technology, and realize the national strategic goal of "storing grain in the land and technology".
该项目的启动将促进长江经济带农业产业发展。华中农业大学校党委副书记、副校长姚江林表示,该项目对保障国家粮食安全的意义重大,对解决长江中下游耕地质量改良、中低产田地力以及筛选抗逆品种等问题有深刻意义,对项目的实施充满信心。
The launch of the project will boost the agricultural industry in the Yangtze River Economic Belt. Yao Jianglin, deputy secretary of the Party committee and vice president of Huazhong Agricultural University, said that the project is of great significance to ensuring national food security, solving the problems of improving the quality of cultivated land in the middle and lower reaches of the Yangtze River, medium and low yield and screening stress resistant varieties, and is full of confidence in the implementation of the project.
湖北中低产田比例过高,耕地质量能力下降,是影响粮食产量的重要因素。湖北省农业农村厅总农艺师李顺清说,需要加强产学研推用联合攻关,大力实现因土种植、因土改良、因土施肥。
The high proportion of medium and low yield fields and the decline of cultivated land quality and capacity in Hubei are important factors affecting grain yield. Li Shunqing, chief agronomist of Hubei Provincial Department of agriculture and rural areas, said that it is necessary to strengthen the joint tackling of production, University, research and application, and vigorously realize planting, improvement and fertilization based on soil.
要充分发挥湖北省农业综合生产优势,为区域协同发展提供科技支撑。湖北省科技厅副厅长吴骏表示,省科技厅将做好服务保障工作,项目牵头单位需切实发挥主体责任,课题承担单位更要发挥区域优势,确保项目实施成效。

The project leading unit needs to give full play to the main responsibility, and the project undertaking unit should give full play to regional advantages to ensure the effectiveness of project implementation.
该项目负责人华中农业大学资源与环境学院院长谭文峰教授介绍了项目整体实施方案。中科院南京土壤研究所、浙江中地净土科技公司、中科院亚热带农业生态研究所、华强化工集团等单位专家分别对课题的实施方案和研究计划进行了报告。
The project leader, Professor Tan Wenfeng, Dean of the school of resources and environment of Huazhong Agricultural University, introduced the overall implementation scheme of the project. Experts from Nanjing Soil Research Institute of Chinese Academy of Sciences, Zhejiang Zhongdi pure land technology company, subtropical Agricultural Ecology Research Institute of Chinese Academy of Sciences, Huaqiang chemical group and other units reported on the implementation scheme and research plan of the subject respectively.
与会专家对项目的前期工作给予了肯定,希望项目组成员能够在已有的研究基础上,凝练出真正的创新点,从技术到产品做到有效联动、深度融合。对于环境问题,不仅要关注常见指标,也要在课题中体现绿色指标,统筹兼顾,为全国的中低产田做出技术贡献。
The participating experts affirmed the preliminary work of the project and hoped that the members of the project team could condense the real innovation points on the basis of the existing research, so as to achieve effective linkage and deep integration from technology to products. For environmental problems, we should not only pay attention to common indicators, but also reflect green indicators in the subject, make overall consideration, and make technical contributions to medium and low yield fields in the country.
