山东临邑多措并举推进黄河流域生态保护和高质量发展

Linyi City, Shandong Province, which takes multiple measures to promote ecological protection and high-quality development of the Yellow River Basin.

今年以来，山东省德州市临邑县自然资源局立足工作实际，强化责任担当，加强引黄水系生态建设，持续强化三项措施，扎实推进黄河流域生态保护和高质量发展工作。

This year, the Natural Resources Bureau of Linyi County, Dezhou City, Shandong Province, based on the actual work, strengthened its responsibility to strengthen the ecological construction of the Yellow River Diversion System, and continued to strengthen three measures to solidly promote the ecological protection and high-quality development of the Yellow River Basin.

一是加快构建国土空间保护利用格局。加快推进《临邑县国土空间总体规划（2021-2035年）》编制工作，科学有序统筹布局生态、农业、城镇等主体功能。加大县域生态格局优化力度，依托马颊河、徒骇河、德惠新河等引黄河流水系与重要沟渠，强化全县线性生态网络格局的塑造，构建红坛寺森林自然公园作为山东省黄河故道生态防护廊道上的重要节点，加强构筑防风固沙生态功能保护区，牢固绿色生态屏障。为实现黄河三角洲区域一体化发展的目标，协调与黄河流域上下游城市发展，健全流域生态安全、供水保障协作机制，形成整体协调发展格局。

First, we will accelerate the construction of a pattern for the protection and use of land space. We are accelerating the preparation of the Linyi County Territorial Spatial Master Plan (2021-2035), and are laying out the main functions of ecology, agriculture and towns in a scientific and orderly manner. The county's ecological pattern will be optimised, relying on the water systems and important ditches of the Yellow River such as the Ma Bu River, the Tu Xi River and the Duihui New River, to strengthen the shaping of the county's linear ecological network pattern, to build the Hong Tansi Forest Nature Park as an important node in the ecological protection corridor of the former Yellow River in Shandong Province, to strengthen the construction of the ecological function protection zone for wind and sand fixation, and to firmly establish a green ecological barrier. To achieve the goal of integrated regional development of the Yellow River Delta, coordinate with the development of cities upstream and downstream of the Yellow River basin, improve the ecological security of the basin, water supply guarantee collaboration mechanism, the formation of an overall coordinated development pattern.

二是提升沿黄重点生态保护区保护水平。坚持以国土绿化为重要载体，以京沪高速、济南绕城高速二环线、国道省道绿化带及引黄干渠、德惠新河、春风河、马颊河、徒骇河、水库等水系生态林带建设为重点，进一步提高绿化标准，在严格落实耕地保护政策的前提下，建设绿树掩映、林水相依、多彩美丽的景观廊道。

Second, to enhance the level of protection of key ecological reserves along the Yellow River. Adhere to the greening of the country as an important carrier, to Beijing-Shanghai high-speed, Jinan around the second ring road, national and provincial highways green belt and the main channel of the Yellow River, Dehui New River, Chunfeng River, Ma Bu River, Tu Shi River, reservoirs and other water system ecological forest belt construction as the focus, to further improve the standard of greening, in the strict implementation of arable land protection policy, the premise of the construction of green trees, forest and water, colorful and beautiful landscape corridor.

三是加强法制宣传保护黄河流域生态。严格落实国家、省、市关于推动黄河流域生态保护和高质量发展的工作安排，加强对县域内引黄水系的日常巡查，杜绝引黄水系挖田造景等违法违规问题，坚决贯彻党中央、国务院“六严禁”“八不准”要求，遏制耕地“非农化”、防止“非粮化”。

Third, strengthen the legal system to protect the ecology of the Yellow River Basin. Strictly implement the national, provincial and municipal work arrangements on promoting the ecological protection and high-quality development of the Yellow River Basin, strengthen the daily inspection of the county's water diversion system, put an end to the illegal and irregular problems such as digging fields and creating scenery in the water diversion system, and resolutely implement the "six strict prohibitions" and "eight prohibitions" of the Party Central Committee and the State Council. The government is also determined to implement the "six strict prohibitions" and "eight prohibitions" of the Party Central Committee and the State Council to curb the "non-agriculturalisation" of arable land and prevent the "non-foodisation".
