河南新设立9所高校 职业教育再发力

Rejuvenation of Vocational Education in 9 Newly Established Colleges and Universities in Henan Province

近日，河南省人民政府发布通知，同意设立南阳工艺美术职业学院等9所高校，这是河南职业教育再发力的有力体现。其中，根据通知要求，9所职业高校的在校生规模均暂定为5000人，均由河南省教育厅负责教育教学管理工作。

Recently, the Henan Provincial People's Government issued a notice agreeing to the establishment of 9 universities, including Nanyang Vocational College of Arts and Crafts, which is a powerful reflection of the re-indification of Henan Vocational Education. Among them, according to the requirements of the notice, the number of students in nine vocational colleges and universities is tentatively set at 5,000, all of which are responsible for education and teaching management by the Henan Provincial Department of Education.

新设立的9所高校分别为：南阳工艺美术职业学院、濮阳科技职业学院、商丘幼儿师范高等专科学校、周口理工职业学院、焦作新材料职业学院、开封职业学院、洛阳商业职业学院、郑州软件职业技术学院和郑州智能科技职业学院。

The nine newly established universities are: Nanyang Vocational College of Arts and Crafts, Puyang Vocational College of Science and Technology, Shangqiu Kindergarten Teachers College, Zhoukou Polytechnic Vocational College, Jiaozuo New Materials Vocational College, Kaifeng Vocational College, Luoyang Commercial Vocational College, Zhengzhou Software Vocational and Technical College and Zhengzhou Intelligent Science and Technology Vocational College.

People's governments of provinces and municipalities, Jiyuan Demonstration Zone, Aviation Port Area Management Committee, and departments of the Provincial People's Government:

经省政府第168次常务会议研究，同意设立南阳工艺美术职业学院、濮阳科技职业学院、商丘幼儿师范高等专科学校、周口理工职业学院、焦作新材料职业学院、开封职业学院、洛阳商业职业学院、郑州软件职业技术学院和郑州智能科技职业学院。现将有关事项通知如下：

After the study of the 168th executive meeting of the provincial government, it was agreed to establish Nanyang Vocational College of Arts and Crafts, Puyang Vocational College of Science and Technology, Shangqiu Kindergarten Normal College, Zhoukou Polytechnic Vocational College, Jiaozuo New Materials Vocational College, Kaifeng Vocational College, Luoyang Commercial Vocational College, Zhengzhou Software Vocational and Technical College and Zheng State Intelligent Science and Technology Vocational College. The relevant matters are hereby notified as follows:

一、关于设立南阳工艺美术职业学院

I. On the Establishment of Nanyang Vocational College of Arts and Crafts

（一）南阳工艺美术职业学院为新建公办专科层次高校，由南阳市政府举办和管理，办学经费由南阳市政府参照省管同类学校经费标准予以保障。省教育厅负责教育教学管理工作。

(1) Nanyang Vocational College of Arts and Crafts is a newly-built public junior college, which is organized and managed by Nanyang City Government, and the school-running funds shall be guaranteed by Nanyang Municipal Government with reference to the fund standards of similar schools managed by the province. The Provincial Department of education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设宝玉石鉴定与加工、玉器设计与工艺、艺术设计、电子商务、雕刻艺术设计5个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of five specialties, namely, gem identification and processing, jade design and craft, art design, e-commerce and carving art design, are set up in accordance with the relevant regulations of the state and our province.

（三）南阳市政府要依法加强对学校的管理，指导学校制定总体发展规划，不断深化教育教学改革，为学校可持续发展提供良好保障。省教育厅要加强对学校教育教学工作的指导和监管，定期对学校的办学情况和经费保障、使用情况进行检查。

(3) The Nanyang Municipal Government should strengthen the management of the school in accordance with the law, guide the school to formulate the overall development plan, continuously deepen the reform of education and teaching, and provide a good guarantee for the sustainable development of the school. The Provincial Department of Education should strengthen the guidance and supervision of school education and teaching, and regularly inspect the school's running situation, fund guarantee and use.

二、关于设立濮阳科技职业学院

II. On the Establishment of Puyang Vocational College of Science and Technology

（一）濮阳科技职业学院为新建公办专科层次高校，由濮阳市政府举办和管理，办学经费由濮阳市政府参照省管同类学校经费标准予以保障。省教育厅负责教育教学管理工作。

(1) Puyang Vocational College of Science and Technology is a newly-built public junior college, which is organized and managed by Puyang Municipal Government, and the school-running funds shall be guaranteed by Puyang Municipal Government with reference to the fund standards of similar schools managed by the province. The Provincial Department of education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设现代农业技术、宠物医疗技术、新能源汽车技术、物联网应用技术、大数据技术5个专科专业，专业设置按国家和我省有关规定办理。

(II) The scale of students in the school is tentatively set at 5,000; the first batch of five specialized majors: modern agricultural technology, pet medical technology, new energy vehicle technology, Internet of Things application technology, and big data technology. The professional setting shall be handled in accordance with the relevant regulations of the state and our province.

（三）濮阳市政府要依法加强对学校的管理，指导学校制定总体发展规划，不断深化教育教学改革，为学校可持续发展提供良好保障。省教育厅要加强对学校教育教学工作的指导和监管，定期对学校的办学情况和经费保障、使用情况进行检查。

(III) Puyang Municipal Government shall strengthen the management of schools according to law, guide schools to formulate overall development plans, continuously deepen educational and teaching reform, and provide good guarantee for the sustainable development of schools. The provincial education department should strengthen the guidance and supervision of school education and teaching work, and regularly inspect the school running situation, fund guarantee and use.

三、关于设立商丘幼儿师范高等专科学校

III. On the Establishment of Shangqiu Preschool Teachers College

（一）商丘幼儿师范高等专科学校为新建公办专科层次高校，由商丘市政府举办和管理，办学经费由商丘市政府参照省管同类学校经费标准予以保障。省教育厅负责教育教学管理工作。

(1) Shangqiu Kindergarten Normal College is a new public college, which is organized and managed by the Shangqiu Municipal Government. The school funding is guaranteed by the Shangqiu Municipal Government with reference to the funding standards of similar schools managed by the province. The Provincial Department of Education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设学前教育、音乐教育、舞蹈教育、婴幼儿托育服务与管理4个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of pre-school education, music education, dance education, infant care services and management of four specialized majors, professional settings in accordance with the relevant provisions of the state and our province.

（三）商丘市政府要依法加强对学校的管理，指导学校制定总体发展规划，不断深化教育教学改革，为学校可持续发展提供良好保障。省教育厅要加强对学校教育教学工作的指导和监管，定期对学校的办学情况和经费保障、使用情况进行检查。

(III) Shangqiu Municipal Government shall strengthen the management of schools according to law, guide schools to formulate overall development plans, continuously deepen educational and teaching reform, and provide good guarantee for sustainable development of schools. The provincial education department should strengthen the guidance and supervision of school education and teaching work, and regularly inspect the school running situation, fund guarantee and use.

四、关于设立周口理工职业学院

IV. Establishment of Zhoukou Vocational College of Science and Technology

（一）周口理工职业学院为新建公办专科层次高校，由周口市政府举办和管理，办学经费由周口市政府参照省管同类学校经费标准予以保障。省教育厅负责教育教学管理工作。

(1) Zhoukou Vocational College of Science and Technology is a newly-built public junior college, which is organized and managed by Zhoukou Municipal Government, and the school-running funds shall be guaranteed by Zhoukou Municipal Government with reference to the fund standards of similar schools managed by the province. The Provincial Department of education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设机电一体化技术、数控技术、学前教育、汽车检测与维修技术、计算机应用技术5个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of five junior college majors, including electromechanical integration technology, numerical control technology, preschool education, automobile inspection and maintenance technology and computer application technology, shall be set up in accordance with the relevant regulations of the state and our province.

（三）周口市政府要依法加强对学校的管理，指导学校制定总体发展规划，不断深化教育教学改革，为学校可持续发展提供良好保障。省教育厅要加强对学校教育教学工作的指导和监管，定期对学校的办学情况和经费保障、使用情况进行检查。

(III) Zhoukou Municipal Government shall strengthen the management of schools according to law, guide schools to formulate overall development plans, continuously deepen educational and teaching reform, and provide good guarantee for sustainable development of schools. The provincial education department should strengthen the guidance and supervision of school education and teaching work, and regularly inspect the school running situation, fund guarantee and use.

五、关于设立焦作新材料职业学院

V. Establishment of Jiaozuo New Materials Vocational College

（一）焦作新材料职业学院为新建民办非营利性专科层次高校，由河南龙佰教育集团有限公司举办，办学经费由举办者参照省管同类学校经费标准自筹解决。焦作市政府承担属地管理责任，省教育厅负责教育教学管理工作。

(I) Jiaozuo New Materials Vocational College is a newly-built private non-profit college level university, which is organized by Henan Longbai Education Group Co., Ltd., and the school-running funds shall be self-raised by the sponsor with reference to the fund standards of similar schools managed by the province. Jiaozuo City Government assumes the responsibility of territorial management, and the Provincial Department of Education is responsible for education and teaching management.

（二）学校在校生规模暂定为5000人；首批开设应用化工技术、智能制造装备技术、新能源材料应用技术、智慧景区开发与管理、电子信息工程技术5个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of five specialties, namely, applied chemical technology, intelligent manufacturing equipment technology, new energy material application technology, smart scenic spot development and management, and electronic information engineering technology, will be set up in accordance with the relevant regulations of the state and our province.

（三）焦作市政府和省教育厅要依法加强对学校的管理，定期对学校的办学情况和经费投入、使用情况进行检查，指导学校制定总体发展规划，不断深化教育教学改革。

(III) Jiaozuo City Government and Provincial Department of Education shall strengthen the management of schools according to law, regularly inspect the running conditions, investment and use of funds of schools, guide schools to formulate overall development plans, and continuously deepen educational and teaching reform.

六、关于设立开封职业学院

VI. On the Establishment of Kaifeng Vocational College

（一）开封职业学院为新建民办非营利性专科层次高校，由河南铁宏教育发展有限公司举办，办学经费由举办者参照省管同类学校经费标准自筹解决。开封市政府承担属地管理责任，省教育厅负责教育教学管理工作。

(I) Kaifeng Vocational College is a newly-built private non-profit college level university, which is organized by Henan Tiehong Education Development Co., Ltd., and the school-running funds shall be self-raised by the sponsor with reference to the fund standards of similar schools managed by the province. Kaifeng City Government assumes the responsibility of territorial management, and the Provincial Department of Education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设大数据技术、电气自动化技术、建筑工程技术、大数据与会计、电子商务5个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of five specialty majors, including big data technology, electrical automation technology, construction engineering technology, big data and accounting, and e-commerce, will be set up in accordance with the relevant regulations of the state and our province.

（三）开封市政府和省教育厅要依法加强对学校的管理，定期对学校的办学情况和经费投入、使用情况进行检查，指导学校制定总体发展规划，不断深化教育教学改革。

(3) Kaifeng City Government and Provincial Department of Education shall strengthen the management of schools according to law, regularly inspect the running conditions of schools and the investment and use of funds, guide schools to formulate overall development plans, and constantly deepen the reform of education and teaching.

七、关于设立洛阳商业职业学院

VII. On the Establishment of Luoyang Vocational College of Commerce

（一）洛阳商业职业学院为新建民办非营利性专科层次高校，由晋爵个人举办，办学经费由举办者参照省管同类学校经费标准自筹解决。洛阳市政府承担属地管理责任，省教育厅负责教育教学管理工作。

(1) Luoyang Commercial Vocational College is a newly built private non-profit college-level university, which is organized by Jinjue, and the school fund is self-funded by the organizer with reference to the funding standards of similar schools managed by the province. The Luoyang Municipal Government is responsible for territorial management, and the Provincial Department of Education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设电子商务、大数据与会计、新能源汽车技术、舞蹈表演4个专科专业，专业设置按国家和我省有关规定办理。

(II) The scale of students in the school is tentatively set at 5,000; the first batch of four majors: e-commerce, big data and accounting, new energy vehicle technology, and dance performance will be set up in accordance with the relevant regulations of the state and our province.

（三）洛阳市政府和省教育厅要依法加强对学校的管理，定期对学校的办学情况和经费投入、使用情况进行检查，指导学校制定总体发展规划，不断深化教育教学改革。

(III) Luoyang City Government and Provincial Department of Education shall strengthen the management of schools according to law, regularly inspect the running conditions of schools and the investment and use of funds, guide schools to formulate overall development plans, and continuously deepen the reform of education and teaching.

八、关于设立郑州软件职业技术学院

VIII. About the Establishment of Zhengzhou Software Vocational and Technical College

（一）郑州软件职业技术学院为新建民办营利性专科层次高校，按照营利性学校登记全称为郑州软件职业技术学院有限责任公司，办学简称为郑州软件职业技术学院。学院由河南高文教育咨询有限公司举办，办学经费由举办者参照省管同类学校经费标准自筹解决。郑州市政府承担属地管理责任，省教育厅负责教育教学管理工作。

(1) Zhengzhou Software Vocational and Technical College is a newly built private for-profit college. According to the for-profit school registration, the full name is Zhengzhou Software Vocational and Technical College Co., Ltd., and the school is referred to as Zhengzhou Software Vocational and Technical College. The college is organized by Henan Gaowen Education Consulting Co., Ltd., and the school funding is self-funded by the organizer with reference to the provincial funding standards for similar schools. The Zhengzhou Municipal Government is responsible for territorial management, and the Provincial Department of Education is responsible for education and teaching management.

（二）学校在校生规模暂定为5000人；首批开设物联网应用技术、软件技术、大数据技术、人工智能技术应用、信息安全技术应用5个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of five specialty majors, namely Internet of Things application technology, software technology, big data technology, artificial intelligence technology application and information security technology application, will be set up in accordance with the relevant regulations of the state and our province.

（三）郑州市政府和省教育厅要依法加强对学校的管理，定期对学校的办学情况和经费投入、使用情况进行检查，指导学校制定总体发展规划，不断深化教育教学改革。

(3) Zhengzhou City Government and Provincial Department of Education shall strengthen the management of schools according to law, regularly inspect the running conditions of schools and the investment and use of funds, guide schools to formulate overall development plans and continuously deepen the reform of education and teaching.

九、关于设立郑州智能科技职业学院

IX. On the Establishment of Zhengzhou Vocational College of Intelligent Science and Technology

（一）郑州智能科技职业学院为新建民办非营利性专科层次高校，由河南政通和实业有限公司举办，办学经费由举办者参照省管同类学校经费标准自筹解决。郑州市政府承担属地管理责任，省教育厅负责教育教学管理工作。

(I) Zhengzhou Intelligent Science and Technology Vocational College is a newly-built private non-profit college level university, which is established by Henan Zhengtong Industrial Co., Ltd., and the school-running funds shall be self-raised by the sponsor with reference to the fund standards of similar schools managed by the province. Zhengzhou Municipal Government assumes the responsibility of territorial management, and the Provincial Department of Education is responsible for the management of education and teaching.

（二）学校在校生规模暂定为5000人；首批开设软件技术、计算机网络技术、数字媒体技术、网络营销与直播电商、现代物流管理5个专科专业，专业设置按国家和我省有关规定办理。

(2) The number of students enrolled in the school is tentatively set at 5000;The first batch of five specialty majors, including software technology, computer network technology, digital media technology, network marketing and live e-commerce, and modern logistics management, will be set up in accordance with the relevant regulations of the state and our province.

（三）郑州市政府和省教育厅要依法加强对学校的管理，定期对学校的办学情况和经费投入、使用情况进行检查，指导学校制定总体发展规划，不断深化教育教学改革。

(3) Zhengzhou City Government and Provincial Department of Education shall strengthen the management of schools according to law, regularly inspect the running conditions of schools and the investment and use of funds, guide schools to formulate overall development plans and continuously deepen the reform of education and teaching.

各高校要全面加强党的建设，认真落实立德树人根本任务，遵循职业教育发展规律，坚持服务学生全面发展和经济社会发展，以我省产业结构调整升级和创新驱动发展需求为导向，深化产教融合、校企合作，强化办学特色，培养更多高素质技术技能人才、能工巧匠、大国工匠，为现代化河南建设提供坚实人才支撑。
