We must adhere to high-quality development, adhere to the requirements of the Party's basic line of focusing on economic construction, and the whole Party should concentrate on implementing it, so as to promote the steady improvement of the quality and reasonable growth of the quantity of the economy. We must adhere to the principle of seeking progress while maintaining stability. We must adjust policies and promote reform in a timely and effective manner. 明年将召开党的二十大，这是党和国家政治生活中的一件大事，要保持平稳健康的经济环境、国泰民安的社会环境、风清气正的政治环境。要以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届历次全会精神，弘扬伟大建党精神，坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，加快构建新发展格局，全面深化改革开放，坚持创新驱动发展，推动高质量发展，坚持以供给侧结构性改革为主线，统筹疫情防控和经济社会发展，统筹发展和安全，继续做好“六稳”、“六保”工作，持续改善民生，着力稳定宏观经济大盘，保持经济运行在合理区间，保持社会大局稳定，迎接党的二十大胜利召开。

稳字当头、稳中求进，稳定宏观经济大盘是高质量发展的重要基础，各方面要积极推出有利于经济稳定的政策，政策发力适当靠前。宏观政策要稳健有效，积极的财政政策要提升效能，更加注重精准、可持续，稳健的货币政策要灵活适度，保持流动性合理充裕，实施好扩大内需战略，促进消费持续恢复，积极扩大有效投资，增强发展内生动力。微观政策要持续激发市场主体活力，提振市场主体信心，规范市场秩序，以公正监管保障公平竞争，营造各类所有制企业竞相发展的良好环境。结构政策要着力畅通国民经济循环，深化供给侧结构性改革，促进经济循环和产业链畅通，提升制造业核心竞争力，促进房地产业健康发展。科技政策要扎实落地，抓好关键核心技术攻关，强化国家战略科技力量，强化企业创新主体地位，完善优化科技创新生态，继续开展国际科技合作。改革开放政策要激活发展动力，抓好要素市场化配置综合改革试点等改革，调动地方改革积极性，鼓励各地因地制宜、主动改革，扩大高水平对外开放，稳住外贸外资基本盘，开拓新的增长点。区域政策要增强发展的平衡性协调性，全面推进乡村振兴，提升新型城镇化建设质量。社会政策要兜住兜牢民生底线，统筹推进经济发展和民生保障，加快补齐民生领域短板，落实好就业优先政策，推进基本养老保险全国统筹，推动新的生育政策落地见效，积极应对人口老龄化。

Keeping the word stable and making progress while keeping it stable is an important foundation for high-quality development. All parties should actively introduce policies conducive to economic stability, and the policy force should be appropriately advanced. Macro policies should be sound and effective, proactive fiscal policies should improve efficiency, pay more attention to accuracy and sustainability, prudent monetary policies should be flexible and appropriate, maintain reasonable and sufficient liquidity, implement the strategy of expanding domestic demand, promote the sustainable recovery of consumption, actively expand effective investment, and enhance the endogenous momentum of development. Micro policies should continue to stimulate the vitality of market players, boost their confidence, standardize market order, ensure fair competition with fair supervision, and create a good environment for enterprises of all types of ownership to compete for development. Structural policies should focus on unblocking the national economic cycle, deepening the supply side structural reform, promoting the smooth economic cycle and industrial chain, enhancing the core competitiveness of the manufacturing industry, and promoting the healthy development of the real estate industry. Science and technology policies should be implemented in a down-to-earth manner, tackling key core technologies, strengthening national strategic science and technology strength, strengthening the dominant position of enterprises in innovation, improving and optimizing the science and technology innovation ecology, and continuing international science and technology cooperation. The reform and opening up policy should activate the driving force for development, focus on the comprehensive reform pilot project of factor marketization, mobilize the enthusiasm of local reform, encourage local governments to adjust measures to local conditions and take the initiative to reform, expand high-level opening up, stabilize the basic market of foreign trade and foreign capital, and explore new growth points. Regional policies should enhance the balance and coordination of development, comprehensively promote rural revitalization, and improve the quality of new urbanization. The social policy should hold the bottom line of people's livelihood, promote economic development and people's livelihood security as a whole, speed up the improvement of the weak points in the area of people's livelihood, implement the employment priority policy, promote the national planning of basic endowment insurance, promote the implementation of new fertility policies, and actively respond to the aging of the population.

进入新发展阶段，我国发展内外环境发生深刻变化，面临许多新的重大理论和实践问题。我们要正确认识和把握实现共同富裕的战略目标和实践途径，正确认识和把握资本的特性和行为规律，正确认识和把握初级产品供给保障，正确认识和把握防范化解重大风险，正确认识和把握碳达峰碳中和。

Entering the new development stage, the internal and external environment of China's development has undergone profound changes, and we are facing many new major theoretical and practical problems. We should correctly understand and grasp the strategic objectives and practical approaches to achieve common prosperity, the characteristics and behavioral laws of capital, the supply guarantee of primary products, the prevention and mitigation of major risks, and the peak carbon neutralization.

稳字当头、稳中求进，要加强和改善党对经济工作的领导。领导经济工作必须尊重客观实际和群众需求，必须有系统思维、科学谋划。各级党委和政府、各级领导干部要自觉同以习近平同志为核心的党中央保持高度一致，把提高政治判断力、政治领悟力、政治执行力落实到行动上，体现到贯彻落实党的路线方针政策的实际行动上，体现到推动高质量发展的实际行动上，体现到为党分忧、为国尽责、为民奉献的实际行动上。
