从钦州市政府网获悉，7月27日，钦州市与中国石油广西石化公司签署中国石油广西石化炼化一体化转型升级项目投资协议。
It was learned from Qinzhou Municipal Government Network that on July 27th, Qinzhou City and PetroChina Guangxi Petrochemical Company signed an investment agreement for PetroChina Guangxi Petrochemical Refining and Chemical Integration Transformation and Upgrading Project.
项目位于广西自贸试验区钦州港片区石化产业园内，总投资约305亿元，计划今年7月28日全面启动，2025年建成投产，投产后预计年产值约300亿元。项目依托中国石油广西石化千万吨级炼油项目现有原油加工能力，以炼油厂生产的轻石脑油等产品为原料，新建百万吨级乙烯裂解及下游深加工装置，投产后新增乙烯、丙烯、丁二烯等基础化工原料产能约276万吨，并延伸发展高端聚烯烃、EVA（乙烯—醋酸乙烯共聚物）、溶聚橡胶等高附加值产品。
The project is located in the Petrochemical Industrial Park of Qinzhou Port Area of Guangxi Pilot Free Trade Zone, with a total investment of about 30.5 billion yuan. It is scheduled to be fully launched on July 28 this year, and will be completed and put into operation in 2025, with an estimated annual output value of about 30 billion yuan. Relying on the existing crude oil processing capacity of the 10-million-ton refining project of petrochina Guangxi Petrochemical Co., LTD., the project will build a 1-million-ton ethylene cracking and downstream deep processing unit with naphtha and other products produced by the refinery as raw materials. After putting into operation, the capacity of basic chemical raw materials such as ethylene, propylene and butadiene will be increased to about 2.76 million tons. And extended the development of high-end polyolefin, EVA (ethylene - vinyl acetate copolymer), soluble polymer rubber and other high value-added products.

6月24日，中国（广西）自由贸易试验区钦州港片区管理委员会官网公示的《中国石油广西石化公司炼化一体化转型升级项目环境影响报告书》显示,项目建成后，广西石化加工原油的种类和数量均不发生变化，除成品油外，还将生产聚乙烯、溶聚丁苯橡胶、丁烯、聚苯乙烯、己烯、乙烯-醋酸乙烯酯共聚物等化工产品。

The type and quantity will not change. In addition to refined oil, chemical products such as polyethylene, solution-polymerized styrene-butadiene rubber, butene, polystyrene, hexene, and ethylene-vinyl acetate copolymer will also be produced.
炼油区块依托现有30套主体生产装置，新建200万吨/年的柴油吸附脱芳装置和40万吨/年碳二回收装置（包含10万吨/年催化干气碳二回收单元和40万吨/年碳二回收单元，建在化工区），停用2套主体生产装置。项目完成后，炼油区块总体加工流程保持不变，炼油部分产品方案与现状保持一致，但汽柴油年产量减少，并为下游乙烯装置提供大量优质原料。

化工区块新建14套化工主体装置，包括120万吨/年乙烯装置、55万吨/年裂解汽油加氢装置/苯乙烯抽提联合装置、18万吨/年丁二烯抽提装置、10/6万吨/年MTBE/丁烯-1装置、35万吨/年芳烃抽提装置、40万吨/年全密度聚乙烯装置（FDPE）、30万吨/年高密度聚乙烯装置（HDPE）、30万吨/年管式乙烯-醋酸乙烯酯装置（EVA）、10万吨/年釜式乙烯-醋酸乙烯酯装置（H-EVA）、40万吨/年聚丙烯装置（PP）、5万吨/年己烯-1装置、27/60万吨/年环氧丙烷/苯乙烯装置（PO/SM）、30万吨/年聚苯乙烯装置（PS） 和 12/8万吨/年溶聚丁苯橡胶集成装置（SSBR/SBS），主要加工来自炼油区块不同类的裂解原料，生产高密度聚乙烯（HDPE）、线性低密度聚乙烯（LLDPE）、乙烯-醋酸乙烯酯（EVA）、聚丙烯（PP）、丁二烯、甲基叔丁基醚（MTBE）、丁烯-1、己烯-1、溶聚丁苯橡胶（SSBR）、苯乙烯-丁二烯-苯乙烯（SBS）、环氧丙烷（PO）、苯乙烯（SM）、聚苯乙烯（PS）等主要化工产品。同时全厂环保措施、储运系统、公用工程将根据工艺流程分别进行新建、改扩建或利旧。

At the same time, the environmental protection measures, storage and transportation system, and public works of the whole plant will be newly built, renovated and expanded or reused according to the technological process.
