既壮大村集体经济 又促进农民增收 河北隆尧县“五种模式”效果凸显

这是在隆尧县委组织部指导支持下，东良镇北寺庄村党支部通过整合扶贫贷款资金、村级自筹资金，发展大棚种植实现村集体经济“无中生有”的一个例证。去年年底，该村50.73亩冷棚基地顺利建成，年支出劳务费约15万元，不仅扩大了村民增收和就业渠道，大棚带来的9万元盈利，还促进了集体收入的稳步增长。

支部联合。发挥隆尧县作为农业大县的优势，根据资源禀赋、特色产业和乡村发展现状，科学制定“一乡一业”“一村一品”方案，将全县划分为4个高效现代农业种植示范区。强化党建引领作用，由县级领导统筹，乡镇党委牵头，按照地域相邻、产业相似原则，设置25个联合党支部，探索实施“党支部联合、种植区域化、销售一体化”的发展村集体经济新模式，综合统筹各村事务，形成整体发展合力，促进农民增收，壮大村集体经济。

股份引入。按照“公平、公正、平等、自愿”原则，探索村集体、企业、种植大户、农户入股经营的股份制抱团发展新模式，鼓励更多群众入股经营、分享收益。对农户土地经营权进行折资量化，以土地经营权入股方式，组建村级股份经济合作社；采取“企业+合作社+农户”入股联营发展模式，统筹土地流转、生产用工、资金投入、市场运营等具体事宜，使资金成为股金、资产化为资本、农民变身股东，形成企业、村集体、农户抱团共生的发展格局，有效激发了村级集体经济发展内生动力。

财政撬动。发挥财政资金撬动引领作用，从县财政列支乡村振兴产业发展基金2000万元，通过与邢台农村商业银行合作，放大为2亿元乡村振兴贷款资金，为乡村产业振兴注入金融活水。目前，已发放贷款3000余万元。同时，由县委常委、组织部部长牵头抓总，成立由组织、财政、发改、农业农村等部门为成员单位的农业农村（乡村振兴）专班，结合各部门职能，研究制定财政扶持、土地使用、项目审批、税收减免等48条扶持措施，以部门为单位形成各类扶持政策清单，全面助推村集体经济发展驶入快车道。

人才带动。大力实施“聚才兴隆”战略，注重农业技术人才的培育和使用，通过外力推动和内力驱动提升经济发展软实力。发挥县委党校教育培训主阵地作用，把发展壮大村集体经济作为村党组织书记培训专题课程，通过“田间课堂”“线上云教学”等方式，邀请农业专家教授、示范村党组织书记授课。大力推进农村青年人才“万千百”三年轮训工程，分期分批培训1万名以上农村青年；从中选拔1000名以上优秀学员，参加学历提升培训和专业技能证书培训；再选拔100名以上思想觉悟高、致富本领强的优秀学员，作为农村后备干部队伍培养对象，提升农村人才致富带富能力。截至目前，全县累计培训学员4000余名，其中300多名学员有了致富项目，182名学员成为党员发展对象或预备党员，89名学员进入村“两委”班子，为发展壮大集体经济提供了智力和人才支持。

The training of the rural cadres will enhance the ability of rural talents to become rich and bring wealth. Up to now, the county has trained more than 4,000 trainees, of which more than 300 trainees have become rich projects, 182 trainees have become party members or preparatory party members, and 89 trainees have entered the village "two committees" team, providing intellectual and talent support for the development and growth of collective economy.

科技创新。紧密结合县域实际，在种植结构调整、科技创新、产业带动方面积极探索，加快智慧农业建设步伐，用科学技术促进农业产业发展。在3个试点乡镇，引入现代农业项目，利用林下和田间光伏发电空间资源，探索发展喜阴蔬菜、药材种植（套种），不断提高全县现代农业发展质量，实现经济效益和生态效益双丰收。积极引导和扶持农民在林下、光伏架下发展芍药、菊花、洋葱、白菜、食用菌等农作物种植，并邀请18名省内外林草专家担任技术顾问，做强做优乡村“立体经济”，实现资源利用高效化、精准化，进一步拓宽农民增收渠道，拉动村集体经济增长。随着部分作物进入丰产期，已累计带动村集体经济增收60余万元。

Science and technology innovation. Closely combined with the actual situation in the county, actively explore in planting structure adjustment, scientific and technological innovation, industry driven, accelerate the pace of construction of intelligent agriculture, and promote the development of agricultural industry with science and technology. In the three pilot towns, introduce modern agricultural projects, use the space resources of photovoltaic power generation under the forest and in the fields, explore the development of shade-loving vegetables and medicinal herbs planting (set planting), continuously improve the quality of modern agricultural development in the county, and achieve a double harvest of economic and ecological benefits. Actively guide and support farmers to develop peony, chrysanthemum, onion, cabbage, edible mushroom and other crops under the forest and photovoltaic frame, and invite 18 forestry experts from inside and outside the province to serve as technical advisors, to strengthen and optimize the village "three-dimensional economy", to achieve efficient and accurate use of resources, to further broaden the channels for farmers to increase income, and pull the village The village economy is growing collectively. With some of the crops entering the productive period, the collective economy of the village has been boosted by more than 600,000 yuan.
